The housing shortage issue is prominent in Hong Kong. Due to delivery timelines, permanent housing cannot address immediate housing demand for general public in need. David S.K. Au & Associates Ltd was appointed as the structural sub-consultant to Andrew Lee King Fun & Associates Architects Limited (ALKF+) Architects, the lead consultant appointed by the Architectural Services Department for the design and construction of A 30-classroom primary school at Tsuen Wan West, Site TW7 Project, in August 2019. The project site is located at Wing Shun Street and is partially surrounded some existing residential developments. Within and surrounding the site, there are nine registered geotechnical features. Environmental impacts will be a major consideration in the project development. The construction is scheduled to commence in August 2021 and the new school facility will be ready for opening in September 2024. In this project, apart from those general requirements of ArchSD on cost-time effective construction to be satisfied, a new construction method, Modular Integrated Construction (MiC) concept will be adopted for achieving a higher reduction in labour, cost, time and construction waste.

Hong Kong Housing Society (HKHS) is desirous of developing about 70 nos. of Purpose-Built Elderly Flats at Jat Min Chuen to promote more effective and rational use of Public Rental Housing resources and implementing the development project by way of Modular Integrated Construction (MiC) in support of the New Initiative of the Government as promulgated in the Chief Executive’s 2018 Policy Address.

 

The site covers an area of about 490 m² and occupies the open space bounded by the southern end of the low block of Ming Yiu Lau & the internal approach of the open carpark of the Estate. The proposed units are intended for elderly tenants now living in JMC in under-occupied units. All the new units will be constructed by way of steel-MiC and the remainder in-situ concrete construction.

There is a genuine need for the Government to provide public markets in new town development to serve the local community on district-based. The Chief Executive pledged in the 2017 Policy Address that the Government would make available resources for building a new public market in Tin Shui Wai. Upon completion of the studies on site selection, the Government planned to spare space at the section of Tin Fuk Road outside TSW MTR Station for building a new public market.

To meet the aspirations of some working youth in having their own living spaces and to unleash the potential of development sites, the Government announced the introduction of the YHS in the 2011-12 Policy Address. Under the YHS, HKGGA will be fully funded by the Government to construct youth hostels on under-utilised sites and, upon completion, operate the youth hostels on a self-financing basis.

Adopting MiC to Build Light Public Housing (LPH) to Expedite Housing Supply

The Policy Address 2022 announced the construction of LPH. The LPH Scheme is led by the Architectural Services Department with the adoption of MiC. The Housing Bureau has selected eight sites in Tuen Mun, Yuen Long, Ma On Shan, Kai Tak, Ngau Tau Kok and Chai Wai, providing around 30,000 LPH units. The construction period takes only one to two years. Each units equipped with self-contained toilet and basic facilities such as water heater and air-con. The first batch of around 2,100 units will be completed in 2024-25 and the remaining units will be completed by phases in 2025-26 and 2026-27, so as to shorten the waiting time of public housing.
