Experience Sharing on Modular Integrated Construction (MiC): Married Quarters for the Fire Services Department at Pak Shing Kok in Tseung Kwan O

The ArchSD's project for Married Quarters for FSD at Pak Shing Kok, Tseung Kwan O is the first concrete high rise Modular Integrated Construction (MiC) project in Hong Kong. The modular construction is a way to resolve the ageing problem of construction workers. The labour content on site is reduced by 40%. As many works are done in the factory, the quality of works is enhanced, and the construction period is shortened. The project started in August 2018 and completed in March 2021. There are 4 months shortened compared with contract completion. This High Rise Concrete MiC System won the Local Grand Prize of CIC Construction Innovation Award 2019 and the project won the Gold Award (Contractor in New Works) of CIC Sustainable Construction Award 2020.

 

PROJECT DETAILS

The School of Professional Development in Construction (SPDC) of the Hong Kong Institute of Construction is honoured to invite Ir Richard LEE, the General Manager of Yau Lee Construction Co., Ltd., to share with us the challenges in implementing MiC construction during design, manufacturing, transportation, assembling on site, and follow on site works in this construction project. A general project review on performance with respect to quality assurance and control, construction site safety precautions, environmental issues and productivity will also be discussed.

 

Speaker:

Ir Richard Lee graduated from The Hong Kong Polytechnic (now the Hong Kong Polytechnic University) in 1981. He is a Fellow of the Structural Division of HKIE. He is currently the General Manager of Yau Lee Construction Co., Ltd., Council Member of Hong Kong Construction Association and Chairman of the Advisory Committee of SPDC.

 

Ir Lee has been engaging in structural design, project coordination and construction practice involving geotechnical instrumentation, pre-stressed concrete and high-rise building structures in Hong Kong. He has been joining Yau Lee Holdings Limited for over 30 years and actively involved in the development of semi-precast construction technology in particular for the design of formwork systems, construction cycle planning and design of precast components for building construction since 1993. He was the team leader in developing the application of volumetric precast concrete bathroom construction for public housing in 2000. Since 2018, he has been taking the lead in developing a high rise concrete modular integrated construction system, which has been first implemented for Married Quarters for the Fire Services Department at Pak Shing Kok in Tseung Kwan O.

Adopting MiC to Build Light Public Housing (LPH) to Expedite Housing Supply

The Policy Address 2022 announced the construction of LPH. The LPH Scheme is led by the Architectural Services Department with the adoption of MiC. The Housing Bureau has selected eight sites in Tuen Mun, Yuen Long, Ma On Shan, Kai Tak, Ngau Tau Kok and Chai Wai, providing around 30,000 LPH units. The construction period takes only one to two years. Each units equipped with self-contained toilet and basic facilities such as water heater and air-con. The first batch of around 2,100 units will be completed in 2024-25 and the remaining units will be completed by phases in 2025-26 and 2026-27, so as to shorten the waiting time of public housing.
